Neighbours repeatedly dumping waste

I own a flat within a property at 5 The Avenue, Keynsham, which is leased to tenants. My daughter also lives in the property as a tenant in one of the other flats. We have been advised that the residents of the neighbouring property, 4 The Avenue, are in the habit of dumping their rubbish over the wall that separates the two properties. Last year, I notified the Environment Protection Department that their bin liners were being attacked by rats that were consequently running around our garden. The situation has not improved since, apart from perhaps some poison being placed in certain spots. The neighbours are not only dumping bin liners but also waste in the form of, for example, lengths of wood laminate and discarded metal. One of their bin liners was found to contain an envelope addressed to Flat 4, 4 The Avenue, which clearly proved that the rubbish had been generated from their property. I have attached some photographs that my daughter and another tenant recently took that shows the extent of littering that has to be endured. I approached the Environment Protection team again and was advised that this falls within the remit of the Cleansing Enforcement team. My contact at Environment Protection, Katherine Thomas, very kindly forwarded my email to the Cleansing Enforcement team and subsequently, as I had heard nothing, sent a chaser through Council Connect. To date, I am still awaiting a response from the Cleansing Enforcement team. Accordingly, I should be most grateful if someone would now address this chronic situation and contact me at their earliest convenience
