Alleyway alongside 16 Leigh Close

We have lived in 18 Leigh Close since 2016 and have cleared the public footpath and overhanging vegetation from this path since we moved in. The retaining wall alongside the path is in poor condition with a number of vertical cracks and the vegetation growing from the top of the wall is significantly overhanging obscuring light from the street lamp when dark. There is a large pile of cleared vegetation at the bottom of the alley. We cannot be expected to clear vegetation from a public path via our garden waste service which we pay for. Please could the debris be cleared, the vegetation be regularly cut back and the condition of the retaining wall (which appears to be under public ownership) be checked. A property from Ragland Terrace has been using the retaining wall as access for their building work which has increased debris and is, in my opinion as a qualified structural engineer, a health and safety risk in its current condition.
