Been out of use 5 weeks

Why have the ROMAN BATHS basement GENTS toilets [about the only ones kept relatively clean throughout the city by BANES so vital for residents and visitors alike] been OUT OF USE for so long [at least 5 weeks]?
Surely any renovation would have been completed by now for the start of the tourist season.
On 10 May 2010 tried again to use the Gents toilets in ROMAN BATHS [NOT those hidden behind the pay barriers] but they are STILL out of use.
Then tried to use the VICTORIA ART GALLERY facility and found their GENTS out of use also!!!
Only choice was those in HENRIETTA PARK which are very poorly maintained [no lock on door, smelly, no paper, full of graffiti].
WHY has a WORLD HERITAGE CITY such dire vital facilities? TROWBRIDGE/WARMINSTER/BRADFORD ON AVON have all received regular awards for their immaculately designed and maintained Toilets yet none are the sites chosen by so many tourists.
How can their LA cope so well yet BANES fails so badly?

Haven't checked the Roman Baths toilets since as takes too much time only to find they are unusable. Since they were not in use for so long and with no VISIBLE work being carried out presume BANES is hoping no one will notice; therefore fails to follow up this publicly presented request. What hubris!
