Cycle route ahead sign in unexpected place

Sent to Bath and North East Somerset Council 2 minutes later. Council ref: 1172004.
There's a new road sign - a red triangle with a bicycle in - near the bottom of Northampton St. According to the Highway Code, this means 'cycle route ahead'. As an occasional cyclist, I'd love to know where this cycle route is?

The cycle route comes no nearer than the north entrance to Victoria Park. This sign is misplaced and should be the other side of the junction with Cavendish Rd and Marlborough Buildings. Where it is, it appears to apply to this junction.

The sign is 300m from the route to which it applies. Sustrans inform me that the recommended distance between sign and route is 45 m.

It took weeks, but I finally got a description of the cycle route. It runs along Crescent Lane and Upper Church St. so the sign is in the right place. The route markings which should have been done in January will appear at some point- there's been too much rain (!) to install them so far. Not clear that the cycle route people knew the junction by Marlborough Taven was about to be dug up......
