Cars impeding access on Rackvernal Road

At the end of Rackvernal Road where the houses end and the railing is, there have been cars parking and blocking the road for nearly a week. It is intermittent, but when they are there it blocks public access walking down the street - and there are often many people using this part of the street/road since it leads to St Chad's doctors surgery. You have to shimmy and squeeze in between these cars to get through, but what if you had a pushchair or were a wheelchair user? It impedes (or could potentially completely block) public access of a public road.
