Problem may actually be a blocked connecting pipe to that drain's sump.

Bathnes contractors attended and cleared not only this sump but lifted various other covers in the road and cleared those too, for which, thanks, but for some reason the problem is not resolved and the drain is currently 98% blocked (the photo above taken 16 hours after heavy rain when the levels had finally retreated to the grating...)
