Winifreds Lane - Developer Deliveries blocking

I tried to access Winifred Lane at approx 13.25 (one way road) today, a queue of cars had built up, the developer see below contact, was quite happily blocking the lane to receive deliveries and informing drivers they would have to wait an hour or reverse back. When I asked the developer if they had council permission to block a main road for an hour they clearly didn’t and couldn’t care less and were extremely rude. They then had a guy at the end of Winifred Lane with a cone trying to block traffic coming up, again was rude and aggressive.
Clearly this is illegal and my main concern was if an emergency vehicle should require access when responding to an emergency.

Winifred's lane is the only egress for some properties by road. Which developer was it? In that situation I would have taken a photograph of the offending vehicle on my phone, recording the registration number, and sent it to both the developer's office and to the council.
