Water running off field causes sheet ice in winter

About 200m south of the exit of the main tunnel on the Two Tunnels Path (Midford side), water is leaking across the path, it looks like runoff, the problem has existed for about a year, and I had assumed it was caused by excessive rainfall, but even in recent dry weather (May/June 2018) it has continued to be wet. I suspect the problem is a blocked drain/culvert on the eastern side of the path running down to Tucking Mill which I am guessing used to divert the water. Its not really a problem at the moment, but in winter it creates a 10m section of hard sheet ice which is dangerous for cyclists.

Springs in the hillside here drain to the south alongside the railway but runoff from the field has now built up sediment and this one is now pushed across the path.

The photo above posted by a third party is unrelated to the section of the path I originally reported.
The path was covered in sheet ice again this morning, I have contacted the council for an update on any plans to fix the problem.

No work has taken place to stop the water running across the Two Tunnels Greenway. I have asked the council for an update as water is continuing to flood across the path, and will gain become sheet ice in the winter.
