Water seeping through road surface

Sent to Bath and North East Somerset Council 3 minutes later. Council ref: 1353897.
A similar report has been marked “fixed” very quickly. I will assume that this was done in honest error as it is NOT fixed, and I have reported again, this time with photographs taken at midday on 2nd July 2018.
Whether the underlying cause should be fixed by BANES or the relevant water authority (or another party) is not the issue. What IS at issue is that water has been streaming from the source for long enough for green algae and other vegetation to grow (see photographs). This may or may not be a Health Hazard. It most certainly does need fixing or it will only get worse, and break up the road surface even more. What is also of concern is what may be happening out of sight, below the road surface. Many hundreds of gallons of water (clean, grey, or sewerage) will undoubtedly have an effect on the road structure, nearby walls, and property. I trust that the same mistake of marking this as “fixed” will not be made again, and that the appropriate authority will be notified and will address the root cause of this continuous surface water.
Water continues to deep through the road surface. The green algae that has formed is testament to the length of time this has been happening.
Given the amount of water that is seeping, continually, through the road surface, it is highly likely that a far greater amount of water is below the surface, causing potential damage to the road, nearby walls and house foundations.

Still open, via questionnaire
Wessex Water explain, 27th July:
"As regards Richmond Road, our team have investigated and found this to be spring water, which is not the responsibility of Wessex Water. Even though we’re experiencing a long period of dry weather, spring activity is quite normal here."
