Outside 62 - thorny hedge hanging over into the public footpath

Hedge near the end of my drive which is now over growing into my drive with thorns which have grown up to at least 3 to 4 metres long and are hanging over into the public footpath and the end of my drive, I have thought about cutting it back myself however it’s not my duty to do so as it’s no on my property. > As the main big hedges along the opposite side of the path can be cut, I’m sure this little hedge near them can be done as well. > Hopefully something can be done ASAP as this looks extremely bad and causes annoyance to people with cars .
