Excessive water on making dangerous for pedestrians during even light rain

During even light rain both sides of the a37 become dangerous to pedestrians due to the amount of water settling on sides of road being splashed by vehicles. Also a smell like sewage when the water is flooding the road and debris which floats down the road which can be flicked up by passing traffic.

Storm water drain infront of no 36 opposite garage is contantly emiting fowl smelling water with some kind of oil or fat in it all the time even when there is no rain.
