Double yellows/cones

There seems to be double yellow lines at the end of this road, I’ve been told this is to allow vehicles to turn around although this part of the road is narrower than the rest of the road that you can park on. Parking for at St Nicholas’s church is limited, and I’d like to know why this potential three space part of the road is double yellowed. There are always two traffic cones in the middle of the road so if the reason is to turn, it is impossible with the cones.
