Road surface broken up

We have just witnessed a lady crashing her bicycle outside “Fairleigh” Fairfield Road, Bath. One of the contributory factors was the amount of loose gravel between the parked cars and the carriageway. I assume that it comes from the broken up road surface. The lady on the bike was forced onto the gravel by an on coming car and trying to avoid the potholes. She wasn’t badly hurt, but had cuts and bruises and broke her glasses. Is possible to clear the loose gravel please
