Pedestrian/buggy/wheelchair drop kerbs blocked

At the corner of Park Road and Warwick Road there are two drop kerbs for wheelchairs/buggies. They are covered by double yellow lines. From 5pm onwards two cars always park across these entirely obstructing their full width (and causing limited view and obstruction to vehicles turning the corner). There is generally very poor enforcement of parking in Park Road to the extent that vehicles regularly park over white "keep clear" lines, yellow lines, and too close to corners.
