Poor surface and surface water on whole hill section

This section is being constantly dreaded by surface water from the top causing the road surface to degrade on an already dangerous section of road due to its lack of view and being fairly steep all be it short. I would suggest adding drainage to the inside of the bend heading downwards nearer the top where the water starts, possibly draining off into the left. Very small partial removal of banking to the left inside of the bend on this hill to help with visibility. Then resurface the entire section of this fairly small hill from the top to just below where the two Byways cross. If the drainage isn't sorted out then the surface wil constantly degrade. In summer it is still wet and a skid hazard and in the winter this water can freeze. Dumping is also a problem in the Byway in the vicinity, in particular the smaller section. Could anti dumping signs be installed?
