Like last year in road outside number 3 - water is coming through road surface again

Sent to Bath and North East Somerset Council 2 minutes later. Council ref: 1822481.

We patched this last year but the water is coming through again when it freezes its deadly. My elderly mother fell here & broke her hip last year can this please be repaired asap
