Blocked and overflowing drain

Sent to Bath and North East Somerset Council 3 minutes later. Council ref: 1859620.
This drain 10m or so down hill from entrance to Bath Approach Golf Course (on same side) has been blocked for many months. As well as being blocked it appears to be fed from a spring as it is constantly overflowing even when not raining. Clearly this will be very dangerous, if it freezes on this steep section of busy road it is likely to result in fatalities (that you won't be able to say could not have been forseen).
