Broken Handrail and Street Name sign

Sent to Bath and North East Somerset Council 1 minute later. Council ref: 1917198.
Noticed today that the Pavement Handrail fixings have been dislodged, causing a section of the top rail to fall out. I have tried to re-affix; but at least one stantion ground fixing is loose, so railing just falls out. Others rails are loose and as pavement is on an incline, the railing is often used by elderly & infirm to assist walking up and down. Drop between pavement and driveway rises up to @5ft; therefore has potential for injury if loose stantion gave way. Route is also used by pupils walking to Moorlands and St Johns Primary schools. Chantry Mead Street sign is also broken. I have stowed loose top rail for safekeeping.
