The vehicle is on the public hiway and hasn't moved in 2 years, even the road cleaners have to go around it and the road hasn't been cleaned at all

This vehicle is on a main public highway and has been left parked there for about 2 years. It is not used and I have no idea who it belongs to, or have I seen anyone use it. The road has not been swept for all this time and rubbish and dirt has built up underneath it. it is not taxed or has an MOT, I'm not sure if its insured... I would suspect not. It is proving to be a hazard and source of filth
