Safety fencing broken up and blocking public pathway

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2173495.

Safety fencing to top viewpoint pulled apart and damaged / bent again, and blocking public footpath. Clamps removed and on ground. 'Tossers' (your campaign!) left rubbish within seating area - again. ***The grass and plants have grown here, so why is the fencing still up? Ironically, it's now preventing the decent local residents and visitors who'd like to use it to view Bath, and just encouraging 'tossers' to damage the fencing and leave their rubbish by the seating. Residents are now paying for continual repair; not a good use of our public funds. Please just remove fencing!
