Dead Elm trees in hedgerow alongside 40 Cherwell Road. During high winds these trees look in danger of falling onto my property or public footpath

I have previously reported these trees which hang over a public footpath alongside 40 Cherwell Road, my property. The problem has not been resolved so could someone please evaluate the danger of these trees falling onto my house and/or the public pathway.
