Large Cherry tree overgrowing private garden(s)

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2194485.
Overgrown cherry tree on land behind 18 Albert Avenue, which is causing a problem for the occupant due to it overhanging their garden. Land Registry search shows that this is B&NES Council land. Could arrangements be made for it to be cut back?
