20mph speed limit flagrantly and widely ignored

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2236049.
It seems to be widely known that there is no enforcement of the 20mph speed limit on Marlborough Lane, despite its use by tourists on foot to visit Royal Crescent and Victoria Park. Speeds of 40-50mph or more are very frequently reached. Please consider speed camera or occasional strict enforcement.

The problem is getting significantly worse. I cannot understand why so many people in our society consider that excessive speed is acceptable if there is known to be no enforcement in place.

Although the problem has been reported both to the Council, and to the police, no enforcement has been forthcoming. I only get an automatic email from the Council every four weeks, asking me if the problem has been fixed! There is a serious accident waiting to happen on Marlborough Lane.
