Over grown public walk way

Public walk way has never been this overgrown in the seven years living here. It’s dangerous without social distancing being possible. I have several cuts and abrasions on my legs and arms from walking my dogs or just going for a run. I don’t see an issue with cutting back hedges when it’s obviously been done before. These by the way are not the farmers hedges as they are growing inside the fence also. I’d like to not have to jump in a hedge to try and walk past someone coming the opposite way in these current times there is just no need when exercise is vital for health during this pandemic. Thanks
