URGENT - ongoing inappropriate, unauthorised works to Paragon pavement

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2297503.
I have been informed that there are ongoing works to part of the Paragon pavement as of 16th September 2020 in which the pennant stones are being re-mortared with the same tarmacadam mix as Hay Hill, at significant detriment to a historic raised pavement running through the centre of the WHS and Conservation Area. I have spoken with a representative of Council Connect who has clarified that the Paragon falls under Highways jurisdiction, but there are no repairs scheduled or recorded in this area. These works are therefore unauthorised.
