Graffiti on traffic lights

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2301903.
Pedestrian crossing between Grosvenor Road and Lambridfe Street has a large amount of graffiti painted over their signal control box reference number 1025. It is very unsightly. The council have previously stated these traffic lights are not owned or operated by them - both the Highways Agency and Western Power Distribution have been contacted instead however both equally advise the responsibility falls with the local council. If this is truly not the case then please advise which agency or department needs to be contacted to ensure this unsightly graffiti is removed for the general well-being of the local community.
We have looked into this issue and found it is not the council's responsibility. Please let the organisation responsible know instead. The report is now closed, further comments may not be monitored.
