Commercial waste blocking cycle route

Huge piles of rubbish and recycling bags left between bollards here, particularly on Saturday evenings, forcing both cyclists and pedestrians into the same narrow gap. On Sunday mornings there are often large commercial bins in the way, though the bags have been collected. A recurring issue since at least the end of June 2020.
