Unsightly newly constructed bollards

This is a query about some newly constructed bollards that I consider to be an eyesore in a beautiful area. They just do not fit and in my opinion should not be there. Should these need planning permission of some kind before being placed here - they are large concrete constructions in a plastic barrel.
