Water leak 4th report

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2344038.
The last report was closed, however the response makes no sense. Here is why:
Report #1 -https://www.fixmystreet.com/ report/ 2164031 The contractor lied. No work was carried out. Photo evidence in posts to prove no work was carried out to pavement.
Report #2 - https://www.fixmystreet.com/ report/ 2301318
"We've looked into this report but weren't able to find the issue when we visited the area"
So that states that they were unable to find the location does it not?
Report #3 - https://www.fixmystreet.com/ report/ 2343709
"We've looked into this report and decided not to take any action for now"
So to clarify, the original contractor who visited, said they carried out work and blatantly did not. The second report was closed as it could not be found and the 3rd report was closed as no action was needed.
In this entire time since "19 June 2020" has the actual water coming out of the pavement been fixed?
Answer: No.
How can the previous report be closed when clearly no one has visited or even evaluated the original report?
Happy to add another photo when I walk past this again today for you?
