Offensive graffiti along side of Brunel Railway Bridge

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2367957.

Despite my emailing them, Network Rail has not bothered to answer my complaint about these graffiti and now, as you see, a large graffiti has appeared with wording often regarded as offensive. Can anything be done about it?
