Antisocial parking on illegally paved verge

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2398823.
A resident has paved the verge to park their car on it. It's been years now and we are stunned that the council has not done anything about it yet. They destroyed the verge and by parking there they obstruct the way for pedestrians. They use this space to work on car mechanics, multiple times a week, with different cars. We have suspicions that they are doing this for business. The recurring reving due to the nature of the work is also a real nuisance for residents. They sometime do welding on this area and have themselves asked my children not to watch as the brightness could damage their eyes. It's not appropriate to do this in a public space.
