Spring Water holding on pavement

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2418659.
Reference previous post, Council ref: 2342816. Wessex Water have re-visited the site and carried out numerous tests, including an Ammonia test and have again confirmed this is not a water leak / drainage problem.

Springs are the responsibility of the home owner and it is the home owners responsibility to prevent water discharging on to footpaths. Further information has been sent out directly.

There is a drain outside of number 25 Hill View Road which is leaking across the pavement. When the temperature went under 0 degrees, my partner slipped and fell on the ice. This is really unsafe for pavement users, especially for any handicapped users and people with prams.
