Water running from retaining wall across pavement - danger of ice!

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2423393.
This has been a problem for years at this time of year - we have reported several times. The property concerned is up for sale, looks empty and neglected. Water drains out through a retaining wall, across the drive, then across the pavement and in to the road. Inevitably this will become sheets of ice during the course of the Winter resulting in a highly hazardous situation fir both pedestrians and drivers.

Just to update the original reporters post. The pavement is now impassable. The property's driveway and the entire width of the pavement is now covered in thick ice.
The path is on a hill and I am very concerned that someone (especially children walking to and from school) could slip on this and slide uncontrollably into traffic. The path is unusable and the only way to get past it is to walk on the road which in turn causes other safety concerns.

Just walked past and this pavement is still very wet. I reported this over a year ago when I nearly slipped on the ice. IT HAS NOT BEEN FIXED. 8th January 2021

When I walked this pavement a few days ago it was apparent that no remedial work had been carried out. With the heavy frost overnight I can only imagine that this pavement is now covered in a sheet of ice. This really needs looking at when the temperature is really low to get a real understanding and awareness of the danger this problem poses to pedestrians. You really do not want to walk in the road at this point not only because this is also often very icy but also because of the speed of the traffic on this stretch of road. An accident just waiting to happen which is what we have been saying to BANES year after year. We know these are difficult times but please, please get this fixed without any further delay. Perhaps pass the cost on to the owner of the adjacent property?

This morning this was again a sheet of ice across the pavement forcing pedestrians to walk in the road. Could someone from BANES please inform we of what, if anything, has been done to date and what is now intended to fix this problem and when. Please do not wait for someone to be injured before taking action.
