Water constantly flowing up out of drain, due to blockage - causing ice on road at bottom of hill

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2455494.
It's not rained for 48 hours, yet water is still constantly flowing out of this drain cover. This is creating a thin layer of ice all over the road (beyond the perimeter of the running water) at the bottom of the hill, and into Stockwood Vale. Any salt that is deployed is quickly washed away. Note: there are 2 close together, its the top one. The drainage pipes were only replaced in the summer - blocked already? A lot of debris comes down the hill when it rains
