Roll of bin bags stuck in tree

This roll of bin bags has been stuck in the tree outside our flat for a couple of weeks now. It is dangerous for animals, unsightly and irritating as it is continually flapping just outside our window. It is just in front of Nelson House, Nelson Place West, BA1 2TL
