Lateral surface drainage problem

Please can you assist in pointing me in the right direction.
There is a lateral drain servicing the following 3 properties: 227, 229 and 231 Bloomfield Road. The lateral surface water drain connects into the public sewer.
The drain is damaged, and needs to be repaired. It has been leaking water into the road. Wessex Water have been out and indicated that the lateral drain is the responsibility of the council to repair.
Appreciate help in getting this resolved.

Wessex Water have just called to say that they will be out next week to run some tests to confirm who is responsible for the drain (themselves or the council). I suggest holding off until they have been, and I can update this report.

We have looked into this issue and found it is not the council's responsibility. We have passed this report to the relevant party to take action.
