Coloured substance on the grass

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2651949.
Half way down Kensington Meadows on the lhs there are two rainbow patches of some substance on the grass. It looks like powdered paint. Not attractive to my dog which was a relief but clearly shouldn’t be there. Could someone check it out to see if it poses a danger please.

We have looked into this issue and found that it doesn't meet our criteria for intervention. The powder was coloured paint.
