Footpath 'closed' without reason

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2698007.
The footpath has been 'closed' by signs and cones for a number of weeks for no apparent reason. At present the sign at the far end has been blown down flat. Is there a reason for forcing pedestrians to walk in the roadway?

I believe there is a tree that has half fallen in a storm last month and is leaning on another on the slope above this footpath. I believe this could be the reason for the signs.
