Litter posted through letterbox

I witnessed a lady, who was litter picking on Lansdown road this morning, come across a split bin bag with food inside, which wasn't in the issued black canvas bag. She proceeded to feed each item of litter through the house front door letterbox, with a litter picker gadget. The house is divided into flats & some of the floors put rubbish out correctly- our collection day was yesterday. My concern is not only for that household but my house too. I have the same problem with my neighbours . One of the flats is doing the same & leaving litter in a bin bag, which isn't collected by the refuse collectors (correctly) it split, or seagulls ripped it apart & the contents littered everywhere, around my house too. Someone, not the flat resident cleared it all up.If they hadn't ,would it have been put through that houses letterbox by the lady I mentioned earlier, or would she have taken a guess & posted it through my letterbox? Please educate both properties & provide canvas bags. There were many witnesses to the lady posting the rubbish through the door & I also filmed it.
I have tidied up the pavement and bagged the rubbish. Hopefully the owner of the rubbish can now do the rest.
