Grass so long now it's impassable

There is an issue where the grass was being cut badly - as in the people weren't doing it under the trees as they used to - I know we have been fobbed off by the Council saying it's about the environment (and not cutting corners, meaning that it just isn't done properly) but now it is all overgrown and virtually impassable. It is difficult for elderly people to move through and there is so much dog poo left behind now it is left like this. Do we need to contact our Councilor to solve this issue? It really is unfair that some areas are just neglected like this.
We are currently behind with our grass cutting but are endeavouring to catch up soon.
