Dog is being allowed to foul the alleyway

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2765532.

The neighbours dog is left unattended and is allowed to foul the alleyway and the neighbouring gardens. It is also often distressed and barking outside.
