Grass area outside 10-15 Glebe Walk.

The grass area outside of my property (12 Glebe Walk) has become very overgrown and is looking very untidy. In some areas the grass is over 4 ft tall and on at least 2 occasions I have seen a rat running in/out of the grass. Could the person who is responsible for this grass be notified please as there are young children in the area that shouldn't be around rodents.
