Bins in the road again

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2864343.

A couple of years back the Marlborough Tavern tried it on with putting their wooden bins permanently on the public highway, and had to remove them on Council orders. The bins are back on the highway again - do they have permission for this?
