Recycling container permanently left on pavement of Brunswick Place

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 2983168.

If the residents can please be reminded of the correct procedure and the green container taken back by the residents - containers permanently left outside on the pavement of Brunswick Place which is a hazard (and unhygienic as used as a public bin by passers by for dog bags etc). Thanks
