Issues with new railing affecting accessibility

It was previously reported on 21st April that the railings outside our house had been broken and the top pole had come off.
Rather than fixing the railing, last week (The first week of October, I.e. over five months later) a new railing has been fitted in front of the old one (which does not match and also severely minimises the width of the pavement). I have a disabled parent and the width of the pavement is now below standard protocol and is also difficult for push chairs. The work has also not been completed to a good standard as the railings are also heavily marked (covered in scrapes and knocks). It is frustrating to have waited more than six months and have submitted multiple reports on this site to now be left with this.
