Increased bicycle traffic on pavement

Sent to Bath and North East Somerset Council less than a minute later. Council ref: 3055259.
The temporary diversion to access the river footpath directs cyclists, walkers etc. to a route via Windsor Villas. This has meant that the pavement outside Windsor Castle is extremely busy which is unsafe for pedestrians using the pavement.
I am neither elderly or disabled but I feel threatened. Cyclists are meant to dismount. Who is monitoring this?
I appreciate it is a temporary measure but with the volume of 2 wheeled traffic on the pavement it is going to cause an accident or injury. People are really aggressive and assume they have right of way. The bus stop adds to the congestion. I am concerned for our safety.

The response seems to have been to block the access through Windsor Villas.. which makes the issue worse for cyclists and pedestrians trying to access the Riverside Path either side of the closure. It was supposed to reopen by end of December. The works are clearly continuing. Something needs to be done to provide a safe crossing point and diversion route
