Garbage bins causing noise pollution and smell for residence

Every single day late at night and very early in the morning, garbage trucks collect and businesses throw their garbage in their bins that are located in front of my new building where a bunch of students are living in. It is VERY loud, especially glass tipping it wakes me up in fear, it blocks the main entrance and FIRE EXIT. It is extremely unhygeinic as it causes insects to enter my apartment and a really foul smell.
