Dead tree. Branches falling into highway

Massive dead Ash tree.
Branches have been falling off into the highway beneath.
It is a huge tree with very large branches over the highway. Is a health and safety risk.

The site has been visited, the tree is in very poor condition but the risk to highway users is low as is not an imminent danger to the highway. The tree appears to be close to the boundary but is growing on the adjacent private land. The tree is the landowner's responsibility but the land is unregistered so the owner cannot be found through the Land Registry. If you have any local knowledge as to who the landowner is it would be very helpful if you could inform the council so the appropriate action can be taken. It would also help the community and the landowner if the landowner is known to you if you could inform them of the condition of their tree.
