What is the maintenance regime

Please confirm what the current maintenance regime is for the alley way path and vegetation on top of the adjacent high level retaining wall is between the rows of houses on Leigh Close? Residents currently clear vegetation from the top of the wall when it becomes overgrown, in places this wall is in excess of 1.5m above ground level with no edge protection- this is dangerous. The street lamp is currently on continuously because of overgrown vegetation. The continuous shade also causes moss to grow on the path and steps which has to be regularly scraped away to avoid becoming a slip hazard. Coping stones from the top of the wall have fallen off and cracked due pressure from roots and the retaining wall has several cracks due to shrinkage and roots.
