Drain continuously blocked with debris washed down the lane

When heavy rain earths debris is waged down the Lane continuously blocking the drain causing a river at the bottom of the path which is the only exit/access to the properties

  • I appreciate there is a problem with shortage of drivers to collect green waste, but the bins are too heavy to bring back on my property as there is no drive and only a narrow footpath. The bins are therefore being left on the lanes which can be a hazard as they are so narrow and have no street lighting.
